I’d say, in terms of Cortana, no one wants to use a voice assistant on a desktop, where you’ve already got pretty good input devices. Now on a phone / watch / kitchen, where the input methods are suspect at best or non-existent, voice assistants are helping fill a need. And non-desktops are where Microsoft has struggled to get traction. Guess it was fun while it lasted.
