There appears to be over Uganda at the moment, the other day there were many more over Africa.
Not only can you see them over Africa, you can, if you click on the icon on the map, see the flight path of the balloon. Pretty cool. One balloon, HBAL191, is currently over the Atlantic ocean off the west coast of Africa, south west of Luanda, Angola. It appears to have been launched from The Republic of the Congo, north and slightly east of Kinshasa at least that is where the flight path starts. They do not appear to be very stable in their locations.
